Payments stack

If you already have $10 on a state, paying $2 more makes your total $12. You never start over.

Matching the current owner is not enough. You have to go strictly ahead to take the map.

After you pay, you get a two-minute setup: one-liner, one promo, a few links. Skip it and the page still looks finished.
